i'm the only programmer in my office, so i can't say with any clarity whether or not there is any truth to this statement, but the designers i work with seem to do a better job when they've put down a couple of beers. granted once they get to four beers, your average 5 year old can do a better job - so it is a balancing act.
I am a non-drinker, so I don't know myself. But I know most developers do better when relaxed. But as Sean says, there is a fine line between relaxed and stupid.
