I enjoyed the original, but it was not something that demanded a sequel. Or maybe David Schwimmer realized the Friends residuals weren't paying the rent anymore and guilted the others into it?

Was anyone clamoring for a MADAGASCAR sequel?

See, the thing is that the animation producer knows that most of the work (the time and effort spent creating the characters and environment) is done, so this really is an easy movie to create, it has a market (kids will love it) and though it won't be the biggest most popular movie ever, it will bring in enough money to overcome it's cost and keep the producer, and the production house, in business.
Same reason Ice Age 3 is being made...
Wow, Ice Age 2 was easily the worst sequel in animated history to date. Well, at least the worst one that made it to the big screen. It was incoherent - more like they had 5 short script of 10 minutes each and paid a kindergartener to figure out how to merge all of them together and get a 80 minute movie out of it. I would rather have literally watched paint dry.
Which I understand was Ward's reaction to the original HULK film.
I think they probably should have just done a spin-off movie that was totally about the penguins.
You can't go wrong with penguins!
